EU TPD Registration Certification
TPD Overview
The Tobacco Products Directive (TPD) is a regulation used to
regulate and supervise product manufacturing, sales, display
(product design, packaging, etc.) and all tobacco and
tobacco-related products (such as e-cigarette products). The
Tobacco Products Directive (TPD) is ostensibly designed to allow
tobacco products to operate smoothly in the international market.
In fact, many provisions of the TPD are designed to reduce the
attractiveness of tobacco products and achieve higher standards of
protection for human health. The EU Tobacco Directive TPD
(2014/40/EC) came into effect in May 2014, and the two-year
transition period has ended. E-cigarette products exported to the
EU market must comply with the requirements of the TPD Directive,
otherwise they will be banned, confiscated or returned, which will
bring huge losses to e-cigarette manufacturers.
Electronic announcement
The main contents of the product electronic announcement should
include:
1. Manufacturer name and contact information
2. List of ingredients and emission content
3. Toxicology data
4. Nicotine dosage intake information
5. Product composition and production process description
6. Statement of product quality and safety
Requirements for e-liquid and reservoir
Nicotine-containing e-liquid is only put on the market in
professional fillers, and the volume of the filling container does
not exceed 10mL. In disposable e-cigarettes or single-use
cartridges, the volume of the cartridge or reservoir shall not
exceed 2mL.
Nicotine requirements
1. Nicotine content in nicotine-containing e-liquid shall not
exceed 20mg/mL;
2. Under normal use conditions, the nicotine release of
e-cigarettes should be maintained at a stable level;

Registration process
1. Registration (ECAS).
2. Apply for a Submitter ID.
3. Fill out the form submitterid_registtatingform_en (about 10
working days to complete).
4. After registration is completed, notify the administrator by
email, stating that the ID registration is successful, and indicate
ECAS and Submitter ID.
5. After success, log in to the account opening information
platform (EU-CEG), fill in the information, upload attachments, and
select different countries to submit the information separately.
