This standard applies to all types of wire and cable products. This standard applies to China environmental labeling product certification.

Initial certification

1. The enterprise will submit the completed "Environmental Labeling Product Certification Application Form", environmental labeling guarantee system documents and relevant materials in the certification requirements to Central United (Beijing) Certification Center Co., Ltd. (hereinafter referred to as the certification center). After the certification center receives the certification application materials, the product department office conducts a preliminary review and signs a contract with the enterprise applying for certification. The contract clarifies the certification fees and annual supervision and inspection fees, and issues an environmental labeling product certification acceptance notice to the enterprise.

2. The Certification Center Inspection Office will review the application materials and issue document review opinions to the enterprise. The enterprise will make rectifications according to the document review opinions proposed by the Certification Center; the Certification Center Inspection Office will determine the sampling plan based on the conditions of the enterprise and products applying for certification.
3. After the certification center receives the certification fee from the enterprise, the Product Department Inspection Office issues a notice to the enterprise to form an on-site inspection team, and at the same time notifies the provincial and municipal environmental protection bureaus to send personnel to participate; and formally reports the inspection team composition and inspection plan to the enterprise one week before the on-site inspection. confirm.
4． On-site inspections are carried out in accordance with the requirements of the environmental labeling product guarantee system and the corresponding technical requirements for environmental labeling product certification. For products that need to be inspected, the inspection team is responsible for sampling and sealing the products applying for certification and sending them to the designated inspection agency for inspection.
5. The inspection team will write a comprehensive evaluation report on environmental labeling products based on the company's application materials, on-site inspections, and product environmental behavior inspection reports, and submit it to the technical committee for review.
6． After receiving the review opinions of the technical committee, the certification center will summarize the review opinions and submit them to the general manager of the certification center for approval.
7. The certification center issues environmental label certification certificates to qualified enterprises and organizes announcements and publicity.
8. If a certified enterprise needs a logo, it can order it from the certification center; if it has special printing requirements, it should apply to the certification center and file it.
9. Annual surveillance audits occur once a year.

Additional certification
1. Enterprises that require additional certification should fill out the "Application Form for Additional Certification of Environmental Labeling Products" and submit it to the certification center together with relevant materials;
2. Application for certification of a new model that is expanded (derived) from a certified product model, if its controlled key parts and materials are consistent with the original product model, and the changes are necessary to meet the technical requirements for environmental labeling products If there is no impact, you can submit an application for exemption from inspection while declaring additional items;
3. The working procedures of the certification center after receiving the certification materials are consistent with the initial certification working procedures.

Overseas enterprise certification
1. Overseas enterprises or distributors apply for environmental labeling product certification for their products produced abroad and sold domestically, fill in the "Environmental Labeling Product Certification Application Form" (overseas enterprise), provide materials according to the requirements of the overseas enterprise certification material list, and apply for certification. center;
2. After the certification center receives the certification application materials, the product department office will conduct a preliminary review, sign a contract with the enterprise applying for certification, specify the certification fees and annual supervision and inspection fees in the contract, and issue an environmental labeling product certification acceptance notice to the enterprise;
3. The certification center inspection office will review the application materials and issue document review opinions to the enterprise, and the enterprise will make rectifications according to the document review opinions proposed by the certification center;
4. After receiving the certification fee from the enterprise, the certification center will issue a notice to the enterprise to form an on-site inspection team, and formally submit the inspection team composition and inspection plan to the enterprise for confirmation one week before the on-site inspection. The certification center determines the inspection plan and sampling plan based on the situation of the enterprise and products applying for certification, and the products are sent to the designated inspection agency for inspection;
5. The inspection team writes a comprehensive evaluation report based on the company's application materials and product inspection reports, and submits it to the technical committee for review;
6. After receiving the review opinions of the technical committee, the certification center will summarize the review opinions and submit them to the general manager of the certification center for approval;
7. The certification center issues environmental label certification certificates to qualified enterprises and organizes announcements and publicity;
8. If a certified enterprise needs a logo, it can order it from the certification center; if it has special printing requirements, it should apply to the certification center and file it;
9. Annual supervision and audit are conducted once a year. The difference from the annual inspection of domestic certification companies is that a market sampling inspection is added every year during the validity period of the certificate.

Annual supervision and inspection
1. The certification center will formulate an annual inspection plan based on the company’s certificate issuance time and issue an annual inspection notice to the company in advance. The enterprise pays annual supervision and inspection fees as required by the contract, and the certification center forms an inspection team to conduct on-site inspections at the enterprise;
2. During on-site inspection, for products that need to be inspected, the inspection team will be responsible for sampling and sealing the products applying for certification, and send them to the designated inspection agency for inspection;
3. The inspection team writes a comprehensive evaluation report based on the company's materials, inspection reports, and product inspection reports, and submits it to the general manager of the certification center for approval;
4. Annual supervision and inspection are conducted once a year.

Re-evaluation certification
1. Certification enterprises that have expired in three years should refill the "Environmental Labeling Product Certification Application Form" and submit it to the certification center together with relevant materials;
2. The rest of the certification procedures are the same as the initial certification.
