Telecom terminal equipment that wants to access the public
telecommunications network needs to apply for a network access
license. The application for a "network access license" for
communication products is commonly known as "CTA" in the industry.
According to the current laws and regulations of our country, the
state implements a network access licensing system for
telecommunications terminal equipment, radio communication
equipment and telecommunications equipment involved in
inter-network interconnection used to access public
telecommunications networks (China Mobile, China Unicom, China
Telecom). Telecommunications equipment subject to the network
access license system must obtain a network access license issued
by the Ministry of Information Industry; without a network access
license, it may not be connected to the public telecommunications
network for use or sold domestically.
SRRC is the mandatory certification requirement of the State Radio
Regulatory Commission, which is what we often call model approval.
CTA is the mandatory requirement for communication products from
the Telecommunications Equipment Administration of the Ministry of
Industry and Information Technology. CTA needs to obtain an SRRC
certificate before issuing a certificate. To put it simply, these
two parallel lines eventually intersect.
Network license, the state implements a network access license
system for telecommunications terminal equipment, radio
communication equipment and telecommunications equipment involved
in network interconnection used to access public telecommunications
networks. Telecom equipment subject to the network access license
system must obtain a network access license issued by the Ministry
of Information Industry; without a network access license, it is
not allowed to be connected to the public telecommunications
network for use or sold domestically. The network access license
certificate contains the certificate number, application unit,
production enterprise, equipment name, equipment model, place of
origin, remarks, certificate issuance date, and certificate limited
date. Network access licenses are generally valid for 3 years.
(1) Telecommunications equipment network access license application
form (formatted text provided by the Ministry of Information
Industry). The application form shall be signed by the legal
representative of the telecommunications equipment network access
license applicant or his authorized agent and stamped with the
official seal; when the applicant and the production enterprise are
different legal persons, the application form shall also be signed
by the legal representatives of both parties or their authorized
agents. And the entrusted processing agreement stamped with the
official seal. Overseas applicants should entrust an agency within
China to submit the application form as the applicant and issue a
letter of authorization.
(2) Enterprise legal person business license. Domestic applicants
should provide the enterprise legal person business license. An
agency entrusted by an overseas applicant to apply for a
telecommunications equipment network access license shall provide
the agency's valid license and the registration certificate of the
overseas applicant (if the applicant and the production enterprise
are different legal persons, relevant materials of the production
enterprise shall also be provided at the same time ).
(3) Introduction to the applicant. Including applicant profile,
production conditions, instrumentation, quality assurance system
and after-sales service measures, etc. For products that are
guaranteed to be repaired, replaced or returned by the state,
documents for fulfilling relevant responsibilities should also be
provided (if the applicant and the production company are different
legal persons, relevant materials from the production company
should also be provided at the same time).
(4) Quality system certification certificate or audit report. Those
that have passed the quality system certification will be provided
with a certification certificate; those that have not passed the
quality system certification will be provided with a quality system
audit report issued by a quality system audit agency that meets
relevant requirements.
(5) Introduction to telecommunications equipment. Including
equipment functions, performance indicators, schematic block
diagrams, internal and external photos, instructions for use, etc.
(6) Test report or product certification certificate. It should be
a test report or product certification certificate issued by a
telecommunications equipment testing agency or certification agency
recognized by the product quality supervision department of the
State Council.
(7) Radio transmitting equipment applying for network access
permission must provide the "Radio Transmitting Equipment Model
Approval Certificate" issued by the Ministry of Information
Industry.
(8) Radio communication equipment, equipment involving network
interconnection or new telecommunications equipment that apply for
network access permission must undergo network access testing for
at least three months on the telecommunications network in China or
the simulation experimental network designated by the Ministry of
Information Industry, and Provide the overall technical plan and
the test report issued by the test unit.
(9) If the matter is subject to special regulations by the state,
relevant materials that comply with the regulations must be
submitted.
