The Remote I/O Drop Single Channel modules are used to transfer
data bi-directionally over a coaxial cable network between I/O
modules installed in the same (RIO drop) backplane and the RIO head
installed in the CPU backplane. Two rotary switches are located on
the rear panel of the RIO Drop Modules and are used for setting RIO
drop addresses. SW1 (top switch) sets the upper digit (tens) ; SW2
(bottom switch) sets the lower digit (ones).

The card is not seeing one or more of the IO modules configured for
the drop. A module could be in the wrong slot or missing, it also
could mean that it has failed. If the IO module is functioning
correctly, the word "Active" will appear at the top of the module.
If none of the IO modules are "Active" it could be that the address
switches at the back of the CRA are not set up correctly. If all
modules have the word 'Active', it could be that the Power Supply
model number that is in the slot does not match the one in the
configuration.
